From the time the first steps were taken to create a national strategy for homeland security, the private sector was viewed as a key homeland security partner. An estimated 85% of the national infrastructure is owned and managed by the private sector. This infrastructure is likewise vulnerable to the same threats that are the concern of the US Department of Homeland Security (DHS).
